John Locke and "The Enlightenment"
The "Rights" that Jefferson is talking about are Life, Liberty, and the Pursuit of Happiness(natural rights?. According to the Declaration of Independence, the government gets its power from the people, the citizens. If any form of government becomes destructive of these ends, it is the peoples right to change it or abolish it. The government is made by the people and the people decides what the want or what they don't want but it shouldn't be for any light or transient causes.
